WP02 - Creation of “EU Integration Agent” network

WP2 is aimed at:

- Creation of the network of relevant stakeholders, responsible for integration of immigrants into education / labour market at local and regional levels
- Research at national level on the profile of integration agent in all partner countries. The research will be made in order to find inventories for the following 3 elements:

a) Integration Ladder Method
b) Coordination Among Stakeholders
c) Progress Management Method.


The preparatory process will be divided in the following steps:

1. Investigate what profile of a integration agent exist in the partner countries.


The following themes will be addressed in order to find input for the above 3 elements:

a) who are the stakeholders, responsible for integration of immigrants into adult education / labour market
b) what methods are used for integration of low-skilled immigrants into adult education (see input EM-Kit)
c) if the cooperation between different stakeholders exist – how do they work together meaning how they actually communicate client needs
d) impact of the existing methods for integration of immigrants in terms of their entering of adult education / labour market
e) provision in terms of time and money spent by stakeholders on integration activities.


2. Identification of optimal stakeholder network for inclusion of low-skilled immigrants into adult education by each partner in this project. The partnership of the project has already established contacts with different stakeholders, dealing with integration of immigrants, through “EM-kit” project. In the current IGMA project each partner will identify which stakeholders are the most relevant for “EU Integration Agent” network through interviews and dialogues during the research phase.

3. First commitment of the stakeholder network on common integration approach and creation of “EU Intgration Agent” network. Each partner will organise the initial meeting to achieve commitment with local / regional stakeholders. Both decision-makers and practitioners, working on the floor with integration of immigrants, will participate. The goal of this meeting is to brainstorm on how the cooperation methodology can be implemented in practice. One organisation should be chosen as overall responsible for the integration process through cooperation. According to the legislations of the partner countries it will be the responsibility of PES.

4. Elaboration of national country reports by each partner organisation on:

- results of the national research.
- list of chosen stakeholders and one responsible coordinator.
- list of concrete recommendations from the initial meeting on how the cooperation between stakeholders can be implemented in practice in regards to legislation, policy and capacity of their organisations.
- possibilities, barriers and recommendations which may arise in integration of low-skilled immigrants through cooperation methodology.

5. Development of Common Report based on national country reports. In EM-kit project the thorough investigation was made on good practices used by stakeholders working with low-skilled immigrants. The relevant good practices from this research will be included in IGMA research.
