Each partner of the project will create a regional network for integration of low-skilled immigrants into adult education/labour market. Investigation at the beginning of the project will show which stakeholders are most relevant to be included in this network. The condition is that all stakeholders are responsible for integration of low-skilled immigrants into education/labour market.

The decision-makers in these organisations will be involved at the initial / final stages and when necessary during the project implementation. The practical development of the methodology, training and finalisation will be done in cooperation with the practitioners, working with the low-skilled immigrants.  

Preliminary the regional stakeholder network will consist of:

- Adult Education providers;
- Public Employment Services;
- Social Welfare Offices;
- Municipalities (divisions working with integration of immigrants);
- Employer representatives.
