Integration Ladder (IL) will include the maximum number of steps the low-skilled immigrant should take to enter adult education with focus on labour market entrance. With a help of this method the stakeholders will be able to measure where on IL the individual is standing at the beginning of the guidance process and which steps are relevant for him/her. This measurement will result in Individual Action Plan with formulated goals, time and responsible stakeholder at each step of IL. This transparent division of responsibilities between stakeholders will allow effective resource allocation and monitoring of the integration process based on the result. Examples of good practices/methods/advices will be included for each step in the Integration Ladder in order to make this ladder understandable, practical and easy to use. Inclusion of the example of Individual Action Plan which will be developed for each participant with the help of the IL Method.
