WP02. Preparatory activities for testing of prior elaborated CQAF-VET

Work package aims:
The overall aim of this workpackage is to take every precaution and preparatory measures in order to test the already developed CQAF-VET model in a relevant way. This means that the test includes right questions, correct questions and relevant questions about QA to the VET providers on the basis of elaborated model.
The operational objectives of the workpackage are to elaborate:
1. A methodology for testing including a qualitative and quantitative approach for testing process.
2. Elaboration of a questionnaire based on the methodology above.
3. Selection of the method for analysis of the result of questionnaire above.
Description of activities:
The WP-leader, Revalento (NL) will lead the activities. The reason is that Revalento coordinated methodological work during prior project which elaborated the “CQAF-VET provider model”. During the course of the present workpackage following activities will be carried out:
1. Elaboration of the methodologies for testing: The work will focus on the prior developed CQAF-VET provider model and discuss operation ability of each theme and indicators by pointing out the qualitative and quantitative measurement of each theme and indicators. Moreover, the partnership will try to work out solution for possible misunderstanding or other obstacle for the measurement during the test.
2. Elaboration of the questionnaire: Based on the above methodologies a questionnaire will be elaborated. The questionnaire will include all the 3 axes, 12 areas and all the indicators of the “CQAF-VET provider model”. The activity will be focused on how to formulate the questions in order to avoid misunderstanding regarding terminology. The purpose is to maximize the comparability of survey questions across cultures and languages and reduce measurement of errors related to question design.
3. The elaborated draft questionnaire will be submitted to peer-groups in partner countries in order to reduce cultural and language differences. All the recommendations from the peer-groups will be analysed.
4. A final version of the questionnaire will be elaborated based on the above process by the partnership under supervision of Revalento.
Description of methodological / pedagogical framework:
The preparatory process will be based on main indicators developed during prior project which elaborated the “CQAF-VET provider model”. During the prior projects, partnership took into consideration both legal and regulatory requirements from national authorities for VET in participating countries. The coordination activities will focus on:
- Testing process through peer-groups in order to avoid misunderstanding because of cultural and language differences in elaboration of the questionnaire.
- Selection of methodology: The project will use multi-level regression modelling using a range of CEDFOP statistical and survey data.
- Individual providers will not be identified. It is our intention to avoid debates about the situations of individual providers and instead to focus on an evaluation of the chosen performance indicators and the methods used to generate them. Measures based on competency completion rate and learner satisfaction will be evaluated as institutional performance indicators. Finally, some reflections will be offered about these performance indicators and suggestions made for their improvement.
