Work package aims:

To elaborate mechanism for transnational cooperation regarding management aspects which facilitates cooperation between partner organisations for achieving the aims of the project, namely partners' roles and responsibilities in activities and sub-activities, resource allocation, deadlines, quality assurance and reporting procedures, expressed in legal agreements between project coordinator (Folkuniversitetet) and project partners.

Description of activities:

1. To elaborate a manual, based on a consensus agreement, which outlines the management procedures regarding:

- role and responsibilities of coordinator concerning:
a) overall planning and progress of the project;
b) overall quality assurance;
c) overall follow-up and evaluation;
d) conflict resolution;
e) ensuring for the project relevant communication structure;
f) financial reporting to EU;

- role and responsibilities of core partners concerning:
a) planning and implementation of activities;
b) milestone and deliverable achievement;
c) follow-up and evaluation reports to coordinator;
d) financial reporting to coordinator;

- decision-making procedures: decisions in the project will be taken by the management groups in the democratic way. In case of conflict situation and even votes the coordinator will have decisive vote. The transnational meetings will be organized based on a prior elaborated clear agenda distributed by the coordinator;

- reporting: responsible partners will send interim reports after completion of each WP to the coordinator for quality assessment. The annual report and final reports required by EU will be written and compiled by the coordinator;

- financing: all project partners will keep accurate accounts of the project, which will be used to compile the annual and final cost statements required by EU and will provide the financial record for auditing purposes;

- quality assurance: the project will be managed according to FU’s ‘General Procedure for Quality Control’ for formal approval procedures and documentation clearance.

2. To sign the legal agreements between partners with regards to the roles and responsibilities of partners, responsibilities towards EU regulations of LLL program and the management structure of project organization.

3. To create a peer group, consisting of individuals with expertise in QA at provider national and European levels.

Description of methodological/pedagogical framework:

The underlying method for the transnational partnership will be openness, transparency and mutual respect in the process of decision making. In order to achieve that, the partners intend to develop rules and framework for transnational partnership in consensus. However, the agreement with EU will function as the main framework for the activities of the partnership. This requires regular and open communication, where, except the transnational meetings, ICT will be used to to achieve desired cooperation.

Regarding continuous follow-up and evaluation process:

To certain extent self-assessment/evaluation is probably the most important output the proposed project is going to produce for all its participants. Therefore, a continuous self-assessment approach is embedded in the project life cycle as to be able to articulate its own evaluation process and enact them in a proper manner.

This process will tend to be as participative and collaborative as possible and will be focussed on three basic aspects:

a) Self-assessment, which is more result oriented, and is aimed at avoiding dangerous deviations from the main goals and objectives of the project;
b) Implementation, which is more management-oriented and aimed to secure adequate co-ordination;
c) Learning, which is more strategically-oriented, and whose aim is to learn systematically from the implementation process itself, its results and project-related experience and developments.

Considering these aspects the project management and the partnership will in the initial stage develop different questionnaire for participants, lecturers, workshop leaders and the project team. At the beginning of every project milestone the questionnaires will be submitted to the above mentioned target groups in order to evaluate the performance and the quality of every planned activity.
